The Manager Contract Management will provide timely and efficient leadership support to the Vice President of Redevelopment and the Redevelopment Team. The purpose of this position is to provide direction and oversight to all redevelopment procurement contracts including the management of the P3 Project Agreement. To develop and implement appropriate policies, protocols, and performance monitoring mechanisms to closely manage contract performance to ensure that the Windsor Regional Hospital receives the full and best value from the provider and the appropriate management of the new assets, as well as the facilities management of the new Hospital. During the operational phase of the new Hospital, this is accomplished by this role leading and providing guidance to the directors and managers accountable for delivering the value to the Windsor Regional Hospital through establishing strong and positive relationships with the Project Co service provider.
RESPONSIBILITIES:
- Providing Hospital oversight and the development of all procurement documents for consultants and construction for contracts for the new Hospital planning and design of all major projects across the New Windsor / Essex Acute Care Hospital Project and Ouellette Site Redevelopment.
- Working collaboratively with the Redevelopment team, Senior Team, Users and Consultants to issue submittals and seek approvals from regulatory bodies such as Ministry of Health, Infrastructure Ontario, Ontario Health, Municipalities, etc.
- Maintains confidentiality and release of information in accordance with hospital policy at all times. Ensures all decisions and actions taken are in strict accordance with current legislation and regulations, the Broader Public Sector Guidelines, Collective Agreements and Hospital policies and procedures.
- Work with our shared services organization, Transform and our Project Management consultants to oversee the development and implementation of appropriate contract management methodology(ies) and risk management strategies
- Oversee the development and implementation of appropriate performance monitoring and audit system(s).
- Oversee and ensure the P3 Project Co service provider mobilizes effectively
- Ensure the output specification and method statements, ensuring they are up-to-date
- Ensure changes in legislation are reflected within the contract(s)
- Ensure variations, benchmarking, market testing, and change is managed effectively
- Ensure service standards are achieved and maintained through the establishment of facility management protocols for the whole spectrum of service delivery
- Ensure remedial measure for improving service delivery are implemented when required and the service monitored ensuring improvements are realized
- Ensure the service provider’s approach to rectifying non-compliance is effective
- Ensure monthly payments/deductions to the service provider reflect actual service provided and targets hit/missed
- Ensure Best Value is obtained
- Ensure all risk is identified and mitigated
- Review service specifications on a periodic basis
- Review exit strategy and hand back procedures at the end of the concession period
- Ensure that all WRH contracts in place at substantial completion are either transferred to the new site or cancelled to ensure unnecessary contracts are not being held
- Bring forward issues of importance and relevance in contract management, to Capital Planning Steering Committee.
- Provide contract performance reports to the Board and to the Capital Planning Advisory Committee of the Board, the Senior Management Team and the administrative working committees for the project.
- Other duties as required.

QUALIFICATIONS:
- Post-secondary education in Engineering or equivalent discipline, Business degree, MBA preferred with related technical or health sector background
- Minimum 5 years of progressive experience in tendering, evaluating and managing large complex contracts, preferably related to the health and construction sectors.
- Significant project management experience as part of a healthcare capital planning project
- Proven experience in effectively managing diverse teams of project consultants, specialists and user groups
- Able to work in a fast paced, results and schedule driven team environment
- PMP designation is an asset
- Knowledge of Broader Public Sector Procurement Directive and guidelines and best practices for construction procurement processes is required
- Experience with creation of procurement documents (RFT, RFQ, RFP, RFSQ) is required
- Detailed understanding of construction methods and processes
- Experience with municipal building permit applications process
- Knowledge and understanding of Ontario Building Code, CSA Standards and other applicable standards
- Working knowledge of MOH capital planning process and Infrastructure Ontario P3 project delivery method
- Highly developed influencing, communications and presentation skills
- Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential
- Experience in a clinical hospital setting is an asset
- Experience managing contract performance metrics to ensure value for money is an asset.
- French language proficiency an asset.
