Job Summary:
To identify, develop, implement, and coordinate and review a range of recruitment solutions/initiatives, contributing to the business strategy and workforce planning. Identify, address, and resolve emerging workforce issues related to recruitment/staffing, and propose opportunities for improvement to build organizational capacity.
Major Responsibilities:
- Partner with hiring managers to lead and facilitate end-to-end recruitment solutions to meet divisional priorities by developing and implementing effective and innovative approaches to recruitment strategies, assessment development and selection, working in collaboration with corporate partners.
- Work in consultation with hiring managers in the development of recruitment plans, including job descriptions, qualification statements, assessments, and interview questions, in collaboration with corporate partners.
- Screen candidates and developing short-list for interview in compliance with divisional and city policies and the relevant collective agreement(s).
- Participate on panel interviews and provide guidance and advise on candidate selection.
- Identify and implement innovative and proactive recruitment strategies to attract highly skilled candidates from diverse backgrounds.
- Utilize recruitment expertise to recommend options and enable effective business decisions.
- Establish and maintain effective relationships with hiring managers and corporate partners to build and support recruitment strategies.
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate and divisional policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Develops and implements business solutions to support divisional/sectional organizational development efforts, including organizational assessments, change management, communications, workforce planning, employee engagement, workforce and leadership development, business process improvement, and organizational redesign.
- Develops and implements plans associated with the section/division strategic plans which includes plan development, communication, documentation, delivery, tracking, monitoring and improvements.
- Develops and implements a process to strategize with stakeholders in the development, planning and forecasting of workforce complement and competency needs for current, short and long term business needs.
- Builds strong partnerships and consulting relationships with divisional/sectional management groups to understand business strategy, development needs, deliver services to address human capital needs to achieve continuous improvements.
- Develops and maintains contact with other recruitment professionals and is familiar with current theory and practice in the field.
- Undertakes research and analysis and makes recommendations relating to workforce and organizational strategies, systems and initiatives.
- Provides strategic direction on the analysis of workforce issues, short and long term planning and the development of related policies and procedures.
- Leads assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Designs, develops, collects and analyzes evaluation data and needs assessment data to create workforce business solutions and/or update appropriate training programs on an ongoing basis.
- Develops and implements a process to strategize with stakeholders in the development, planning and forecasting of workforce complement and competency needs for current, short and long term business needs.
- Ensures that corporate policy and division principles are reflected in workforce business solutions.
- Recommends, designs, re-engineers and facilitates policies, procedures and processes regarding program specific requirements and to support high quality service, continuous improvement and service equity.
- Ensures the systematic and timely gathering, aggregation and analysis of labour market intelligence on a diverse range of workforce requirements for current and future implications to serve as a basis for resource strategy options and plans.
- Provides leadership in the effective use of consulting concepts, models, analytic frameworks, technologies and tools.
- Monitors learning gaps, trends and leading practices to inform talent management decision making and strategy development.
- Identifies development needs and trends in the organization and recommends and implements a variety of programs and initiatives.
- Ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Travels to various locations as required to conduct divisional business.
Key Qualifications:
- Post-secondary education in a relevant discipline or the equivalent combination of education and/or experience in human resources. CHRP/L professional designation is an asset.
- Considerable experience overseeing end-to-end recruitment processes in a complex public or private sector organization, with experience specifically in a unionized environment considered an asset.
- Experience working within a fast-paced and heavily structured, multi-disciplinary team, and managing a high volume of recruitment activities with fluctuating deadlines and priorities.
- Experience in interpreting, applying and administering collective agreements.
- Experience in consulting, coaching and leading change initiatives with a variety of audiences including management.
- Experience analyzing and reviewing data, research, business operations, business processes, and making recommendations to improve the efficiency and effectiveness of current work methods and technology tools.
- Strong ability to establish effective working relationships with various stakeholders using a consultative approach and ensuring the delivery of superior customer service.
- Utilizes consultation and advisory skills with the ability to work at all levels of the organization in assessing organization needs and developing and implementing effective programs and strategies within a unionized work environment with the focus on organizational effectiveness, employment equity, workforce acquisition, workforce developments and engagement.
- Knowledge of payroll administration and complement managements in a large organization.
- Excellent problem solving and conflict resolution skills with the ability to identify solutions and manage competing stakeholder needs.
- Strong ability to address current and future recruitment/workforce challenges, anticipating possible complications and developing creative strategies/solutions using diverse perspectives to achieve key objectives.
- Advanced written and verbal communication skills.
- Excellent computer skills with the ability to use a variety of software, such as MS Office Suite. Experience with SAP and Success Factors is considered an asset.
- Ability to exercise judgment and discretion when dealing with matters of a confidential or sensitive nature.
- General knowledge of legislation and policies affecting the human resources development of a diverse workforce in a unionized environment.
- Demonstrated competencies that include highly developed human relations, communications, negotiation, analytical and conflict resolution skills.
- Ability to work collaboratively in a team environment and also independently with minimal guidance.
- Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
As a condition of employment with the Senior Services and Long-Term Care Division, selected candidates will be required to provide a satisfactory Police Reference Check (PRC) with vulnerable sector screening, tuberculosis screening and proof of immunization in accordance with the Fixing Long-Term Care Act, 2021 (O.Reg. 246/22).
